The Health Workforce Education Center (Pusdiknakes) of the Indonesian Ministry of Health established and organized official Health Sector Education programs, both at the Secondary Education Level (JPM), such as the Health Nursing School (SPK), Midwifery School, Health Analyst Secondary School (SMAK), Dental Nursing School (SPRG), etc., as well as at the Higher Education Level (JPT), such as the Nursing Academy (Akper), Environmental Health Academy (AKL), and the Electromedical Engineering Academy (ATEM).
Around 1989, the Ministry of Health schools belonging to the Secondary Education Level (JPM) were converted into the Higher Education Level (JPT), referred to as Academies. For example, the Nursing School and Midwifery School were converted into the Nursing Academy and Midwifery Academy, the Health Analyst Secondary School became the Health Analyst Academy, and the Dental Nursing School became the Dental Health Academy.
The schools at the Secondary Education Level (JPM) that were converted into the Higher Education Level (JPT) faced considerable difficulties in becoming formally institutionalized. Therefore, one of the best solutions at the time, in order to be effective and efficient, was to develop them institutionally into the Surabaya Health Polytechnic (Poltekkes), which included 13 Health Academies in East Java that were consolidated into the Surabaya Health Polytechnic in accordance with the Decree of the Minister of Health and Social Welfare Number 1207/MENKES-KESOS/SK/2001, dated November 12, 2001.
The conversion consisted of the following:
1. Akademi Keperawatan menjadi Jurusan Keperawatan.
* Akademi Keperawatan Sutomo menjadi Program Studi Keperawatan Sutomo.
* Akademi Keperawatan Sutopo menjadi Program Studi Keperawatan Sutopo.
* Akademi Keperawatan Sidarjo menjadi Program Studi Keperawatan Sidoarjo.
* Akademi Keperawatan Tuban menjadi Program Studi Keperawatan Tuban.
2. Akademi Kebidanan mejadi Jurusan Kebidanan.
* Akademi Kebidanan Sutomo menjadi Program Studi Kebidanan Sutomo.
* Akademi Kebidanan Magetan menjadi Program Studi Kebidanan Magetan.
* Akademi Kebidanan Bangkalan menjadi Program Studi Kebidanan Bangkalan.
3. Akademi Kesehatan Lingkungan menjadi Jurusan Kesehatan Lingkungan.
* Akademi Kesehatan Lingkungan Surabaya menjadi Program Studi Kesehatan Lingkungan Surabaya.
* Akademi Kesehatan Lingkungan Madiun menjadi Program Studi Kesehatan Lingkungan Madiun.
4. Akademi teknik Elektromedik menjadi Jurusan Teknik Elektromedik
5. Akademi Kesehatan Gigi menjadi Jurusan Kesehatan Gigi.
6. Akademi Analis Kesehatan menjadi Jurusan Analis Kesehatan.
Dan pada tahun 2007 Program Studi Keperawatan Anestesi Surabaya ditiadakan, sehingga Politeknik Kesehatan Surabaya terdiri dari 6 Jurusan dengan 12 Program Studi.
Pada tahun 2010 terjadi pergantian pimpinan di lingkungan Politeknik Kesehatan Kementerian Kesehatan Surabaya, sehinggan menjadi :
